In recent years, the debate on the future institutional shape of the European Union has centered on the Constitutional Treaty, and the Lisbon Treaty as its less ambitious, but possibly equally abortive, successor. This debate has two distinct features. On the one hand, the nation state still seems to serve as the foremost frame of reference. On the other hand, the debate looks almost exclusively at the EU's formal institutions. The present volume is divided into three parts. The first part offers reflections on the notion of network governance, multi-level governance, and the difficult issue of democratic accountability. The second part looks at the structural funds area, while the third part seeks to widen the debate by looking at a number of cases from environmental policy broadly conceived.˜
